I have been heard to refer to “Foundation watts”.
I made a little video to explain and demonstrate the concept.
This may explain why some Foundation stations are so much stronger than others, indeed of other stations more generally. Of course if a transmitter was only capable of say 130W PEP, you won't see it pegging out at 200W PEP but it will probably be driven to clipping attempting to achieve the 10 Foundation watts.
But, overall it is an indicator of the lack of understanding of the PEP concept amongst hams, and particularly those who train new hams in wrong concepts.
